The firm of Elaine Howard Consulting, LLC is composed of Elaine Howard and Scott Vanden Bos.

In addition to the urban renewal experience under the services tab, Elaine has vast experience in both private and public sector development.  Elaine’s prior experience as a private developer and as a project manager at the Portland Development Commission provides the background for excellent project management as well as the background for sound decison making when working with communities on developing their visions.

Scott Vanden Bos joined our staff in the summer of 2016. Scott has an accounting degree from Linfield College. He has spent the last four years developing tutoring material for medical school admissions testing and tutored potential medical students. He has perfected the skills of explaining complex material in understandable language, preparing reports and documents, and making clear and informative public presentations. In addition, his accounting education provides him with skills in understanding the intricacies of urban renewal finance.

Elaine's past work experience includes:

Public Sector Experience

  • Mayor’s Office Ombudsman role/housing policy development
  • Portland Development Commission Project Manager
    • Managed the second phase of Portland’s waterfront RiverPlace development including mixed use development of housing, retail, parking and office uses. Extended the esplanade, developed a pocket park and relocated the PP&L substation from the shores of the Willamette River
    • Co-managed the South Park Blocks Urban Renewal Area including development of South Park Square, University Park, Gallery Park middle income housing developments to support the arts and cultural district of Portland
    • Managed community-based process for area wide improvements including streetscape and redevelopment in the Thurman Vaughn neighborhood
    • Managed business-initiated streetscape improvement project in the St. Johns Business District
    • Managed the Recycled Housing Homeownership Program
    • Wrote the federal grant for and managed the Urban Homestead Program, another homeownership program
    • Managed the development of Olympia and York middle income housing development near KOIN tower

Elaine's private development experience assists her in understanding the needs of developers and provides insight into forming urban renewal plans which will be able to assist developers in pursuing development opportunities in cities. Her experience includes:

  • Co-owner of development firm which developed eight residential subdivisions in Washington County. One of Elaine’s responsibilities was to write and process the subdivision applications through approval.
  • Developed single family houses
  • Rehabilitated single family houses
